CHIEF ENGINEER
Job Title: CHIEF ENGINEER
Reports To: Operations
Department: Director of Operations
Location: IEC (Independence Events Center & Community Ice Rink)
General Job Description:
This position will be responsible for providing assistance to the Director of Operations in overseeing the Engineering Department of Licensed full-time and part-time trade’s staff. Coordinates and directs the design, planning, construction, maintenance, and alteration of equipment, machinery, buildings, and other facilities by performing, the following duties personally or through subordinate supervisors. This position will be responsible for the implementation of a department training program, safety program, and a preventative maintenance plan. Provide assistance as well as direction in the preparation of all events to include but not limited to set-up, operation and tear down. Provide and assist in the coordination between staff, potential client, and promoters as needed for the successful presentation of events. The Venue is an Event Driven Facility and operates 24/7 must be able to work odd hours. Other duties may be assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
- Direct and assist in the effectiveness of building operations with regards to equipment, components, systems, and structures by analyzing building HVAC systems, Plumbing, Lighting and other factors.
- Plans, budgets, and schedules facilities modifications including capital improvements bid sheets, layouts and contract acquisitions.
- Develops department budget and long range capital improvement plans, requirements and documentation for facility.
- Acts as liaison to public utility, environmental, and energy agencies for best industry standards and practices.
- Oversees and directs engineering staff engaged in equipment installation, facilities equipment repair, and preventive maintenance.
- Set department work priorities and schedules based on events and building activities and coordinate with the Director of Operations the ability to support events and day-to-day operations.
- Implement approved Established Safety Standards; coordinate with the building safety coordinator on safety related issues to ensure that all work is performed in accordance with good industry practices and safety regulations.
- Assist the Director of Operations in the annual review of assigned personnel and make recommendations for promotions and salary related matters.
- Interview applicants and approve selections for employment based on the requirements set forth by the Human Resources and Facility Management.
- Assist in the processing and reviewing of all discipline and termination actions when necessary in accordance with personnel policies, and coordinate actions with Human Resources and the Facility Management.
- Delegate responsibilities to subordinates with full recognition that overall accountability is attained and ensure that supervised personnel perform on their own initiative and without prior approval as described in their job description.
- Assist in the supervision and monitoring of contractual services as it relates to the buildings needs.
- Maintain proper dress attire for self and all personnel assigned as instructed by building Management.
- Ability to multi-task and meet various deadlines simultaneously.
- Assist all other departments whenever possible. Be a team player
Qualifications:

EDUCATION and/or EXPERIENCE::
- Require at least 7 years of progressively responsible experience in troubleshooting, repairing, and maintaining industrial HVAC equipment components and controls. Must have knowledge of complex HVAC systems (electronic, pneumatic, and automated control systems) including chillers, boilers, package units, ice rink equipment, etc…
Knowledge of facility plumbing to include both fire and chiller pumps, sewer, storm grease receptacles, restroom fixtures and concession and bar equipment, etc…
Knowledge of all electrical components to include main electrical distribution, emergency generator, switchgear, fire/sprinkler control systems , electrical lighting controls and fixtures, emergency power systems, test circuits, regulators, transformers, etc… Basic computer skills in WinWord, excel, Power Point, BAS and AutoCAD, etc…
Currently hold or must be able to obtain a State of Texas HVAC/refrigeration or electrical license. Must be a self starter and be able to work long irregular hours and possess good verbal and written communication and team building skills.
LANGUAGE SKILLS::
- Ability to read and interpret documents such as safety rules operating and engineering instructions, and procedure manuals. Ability to speak effectively before groups of customers or employees of the organization.
MATHEMATICAL SKILLS::
- Ability to add, subtract, multiple, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY::
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
While performing the duties of this job, the employee is regularly required to use hands to finger, handle or feel; reach with hands and arms; and talk or hear. The employee frequently is required to sand; walk; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The employee is occasionally required to sit. The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision distance vision, color vision, and ability to adjust focus.
